The driveway that waited on a call I didn't make
In January we applied to VDOT for permission to have a driveway. Three of them, actually, one for each planned lot. The inspector had already driven out, walked the road, and marked the spots himself. We had his blessing in spray paint. This felt like a formality.
It was not a formality.
The applications came back. The reason given was "incorrect or insufficient information," which is a phrase that tells you something is wrong without telling you which thing. We resubmitted. They came back again. Then the system began sending us polite automated reminders that our applications had been returned, roughly once a month, like a very patient smoke detector chirping in another room.
Nothing about the driveway had changed in all this time. The road was where the road had always been. One of the three entrances was, by then, already physically built and sitting in the ground. We simply could not get the piece of paper that said we were allowed to have built it.
Here is the part they leave out of the brochure: you cannot pull a county building permit without the VDOT entrance permit. So a single returned form quietly holds up the entire project behind it. For five months, the whole build waited on a driveway we had already been told was fine.
In mid-June I did the thing I should have done in February. I stopped resubmitting into the void, found the human being on the other end, and called. A permit technician walked me through exactly what the form wanted. On June 16, permit number 854-133135 came through, approved, for the entrance we had marked back in January.
The lesson is not "government is slow." The lesson is that a portal is not a person, and the person is the one who can actually help you. I should have called sooner. I said so, in writing, and meant it.
